Error Installing ISS Construction Manager

Beginning in the middle of August we began intermittently experiencing Error 2709: Offline join completion information was not found when attempting to install the ISS Construction Manager software. Nothing had changed with our installation package.

We began researching this error and found that Microsoft had multiple problems with its August Windows update. The problems were so serious that Microsoft pulled the August update and recommended that those who had installed the updates uninstall them.

One of the updates affected the Windows Installer and this seems to be the Windows Installer that is causing the problem with the ISS installation. We learned via Microsoft forums that other software companies were experiencing the same problem as us and answers were in short supply.

It was eventually discovered that removing Microsoft Windows Update KB2918614, Windows Update KB3000988 and Windows Update KB3008627 solved the installation problem in some instances. It has been our experience to date that the removal of this update works in some situations but not in others.

If the above does not work:

  1. Click Start, click Run, type regedit in the Open box, and then click OK.
  2. Locate and then click the following subkey in the registry:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
  3. On the Edit menu, point to New, and then click DWORD Value.
  4. Type SecureRepairPolicy for the name of the DWORD, and then press Enter.
  5. Right-click SecureRepairPolicy, and then click Modify.
  6. In the Value data box, type 2, and then click OK.
  7. Locate and then click the following subkeyp in the registry:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
  8. On the Edit menu, point to New, and then click Key.
  9. Type SecureRepairWhitelist for the name of the key, and then press Enter.
  10. Double-click the SecureRepairWhitelist key to open it.
  11. On the Edit menu, point to New and then click String Value. Create String Values that contain the product codes (including braces { } ) of the products that have been added to the Safe Recipients list

If the above does not work, the computer must be restored back to factory settings. Once restored to factory settings, install ISS before installing and Microsoft updates or any other software.

Microsoft has to-date provided no solutions to this problem. We continue to research the Microsoft forums for experiences of others experiencing this problem in the hope that Microsoft or someone else discovers a universal solution for this problem. This has been an extremely frustrating experience for us and our users who were affected by this error. We are doing all we can in order to try and find a solution to this problem.
